The building plot for the future Moscow city Douma (parliament) is situated in the south part of the Moscow-city district, it borders directly Krasnopresnenskaya embankment. The main transport artery that leads to the future Douma complex is the embankment, just before it crosses the third city ring.

The complex faces the river and is thought to be situated far inside the plot. It consists of two buildings different in shape and give an impression of floating inside the structure grid. This structural construction symbolizes the unity of Power and Law.

Both buildings are raised 10 and 20 meters above ground and have the height of 15 and 20 floors respectively. They are connected together by sloped passages and escalators. Each building functions independently.
