The construction plot is situated in the city of Bethlehem. From the north-west it is limited by the Jerusalem-Hevron speedway, from the north-east – by supporting walls of the neighboring plot. The natural landscape has an important height difference of several meters.

The designed building is rectangular in shape 62.5m х 45.5м; it consists of two volumes shifted against each other from the side of the road. The upper volume that overhangs the lower one organizes the space of the main entrance hall. The maximum transparency of the façade of the ground floor, partly situated in the shade of the console, unites the street and the inner space of the building. Façade of the second floor has been designed to contrast the lower level with a maximum number of blank walls made of the natural stone with a bas-relief based on superposed Russian traditional and eastern ornaments. The same ornamental pattern is used in the sun protection screens of all window holes, slowly transitioning from the blank parts of the façade.

Functionally the building has been divided into three levels:

Ground floor:  main entrance and public space, reception, lobby, concert hall for 330 places, restaurant, administrative and staff rooms.

First floor: educational and exhibition zone with classes, bureaus, libraries, open exhibition space with mobile partitions. A separate entrance to the internal courtyard situated between the supporting wall of the neighboring plot and the new construction has been provided from the first floor.

Basement: sport and technical premises with a sport complex: a hall with changing rooms and wc’s and technical premises of the complex.
